Issued 1906. Elimination of the reduced local postage (except in Württemberg). This is an upgraded version of P57 by adding a value stamp of 3Pf with otherwise unchanged form. P69 has address lines measuring 121mm.

Unique features:
1. 3 Pf + 2 Pf value stamps.
2. Address lines are 121mm long.
